To get New Land Beyond you will need to Pre-order Destiny 2 Codename: Apollo expansion. As the new sniper rifle is a pre-order bonus and reward it might not be available otherwise. So, be sure to pre-order the expansion Codename: Apollo to get the exclusive New Land Beyond Exotic Sniper. However, more details regarding the pre-order bonuses for the expansion will be released by Bungie closer to the release date.
Destiny 2 New Land Beyond Sniper Perks and Stats
The New Land Beyond Sniper is a reworked version and includes brand-new perks and overall stats have been tweaked. Exotic perk called “The Master” and a new perk called “Bullseye Bolster.” Here are all the perks for the New Land Beyond Sniper.

According to leaks the weapon gets around 80% damage buff at x24 stacks of The Master. When you hit x20 stacks, the buff name changes to “The Grandmaster.”
